Lately, the recovery of economic potential of the northern, including Arctic, regions of Russia, which was obliterated in 1990s, has actively been discussed in mass media. Therefore, today we need to avoid the past mistakes: knowingly illicit blunders, ignorance, negligence, at both regional and federal levels.
