Both global and Russian economies face a shortage of non-ferrous and rare metals which are critical for the development of innovative industries of the fifth (green technologies and microelectronics) and sixth (biotechnology and AI) technological waves (TWs). In this context, the potential of non-ferrous and rare metals extraction from industrial wastes has been substantiated. In recent years, Russian non-ferrous metal market has been characterized by a decline both in manufacture and use of these strategically important metals. However, it view of early signs of its potential for recovery and growth, with reappearing domestic consumption of onferrous and rare metals, utilization of coal ash and slag attract the most interest. We propose an algorithm for estimating the non-ferrous and rare metals reserves in ash dumps and coal-slag storage facilities. Systematic evaluation steps in the integrated coal waste utilization projects feasibility are presented.

Keywords: innovative industries, non-ferrous and rare metals, reserves, coal processing waste, integrated utilization.
